The new organizational structure details how the three (3) wings of Office of Libraries and Archives is organized to implement its mandate and plans.
At the Achieving Strategy Stage, its corporate plan is implemented by the Wings of Office of Libraries and Archives with shared responsibility or partnership with stakeholders. There will be shared resources allocations from all parties involved. Example, when implementing school library programs, DOE will provide support either through Secretary’s Circular, Instruction, infrastructures, TSC will provide the Teachers to teach and manage school libraries and NLA will coordination and implement the entire school library programs.
​At the Change Management stages, there will collective approaches ensure the support from all parties, helping individual staff at school levels up to the Public Libraries for better coordination. The coordination team at the provincial levels will be from Division of Education with Public Libraries down to the School Libraries. The flow of activities will be coordinated in an orderly manner from NLAS with partners or stakeholders to the Provincial Education Divisions and then public libraries and down to the school libraries.
​At the Achieving Effectiveness, the wings will translate the strategies into functional and operational implementation schedules. These actual activities plan becomes the activities that will be implemented by the wings, divisions and individual at various levels.
A continuation process will take place through evaluation and control as there may be issues, however these issues are all reflected in the risk management strategy.
​Each division will take a leading role in achieving the NLAS goals in this Plan. All divisions will be required to work collaboratively in order to optimize outcomes. Each Division’s priorities over the plan period are preceded with the respective Divisions core functions statements. Divisions will develop annual operational plans in order to implement priorities. The anticipated risks and management strategies are included at the end of the document. The divisions will review these priorities and manage risks on a regular basis so that priorities remain attainable within the resources timeframe and the political environment.

The corporate priorities of National Library and Archives are defined by their roles and functions as specified under the NLA Act, 1993. These are categorized under the three wings: the National Library Services of Papua New Guinea, the National Archives and Records Services and consist of twelve Divisions. The corporate mandates and the National Library, Archives 10 Year Strategic Plan 2016-2025 and relates to the strategies specified under National Education Plan 2015-2019 and PNG Vision 2050. The priorities include the major role which is to coordinate the planning and development of Libraries and Archives throughout the country.

The Office of Libraries and Archives (OLA) comprise of three wings: Library Services Wing, Archives Services Wing and Policy Corporate Services Wing

Its major role is to co-ordinate the planning and development of libraries and archives throughout the country. The Office of Libraries and Archives primary objective is to preserve all resources (documents, articles, journals, maps, government files) on Papua New Guinea life and society in the national collection for all Papua New Guineans generations to learn and know their history.

The OLA services is over seen by the Board, which is to ensure that there is transparency, accountability, and good governance at National, Provincial and District level. The Board will ensure that key policies are implemented in timely manner.
